About this role

The international consultant serves as lead for developing evidence-based recommendations to strengthen SRHR competencies within the national midwifery competency model. The role focuses on assessment and high-level curriculum design aligned with international standards.

Under direct supervision of the UNFPA SRH National Programme Analyst, the consultant collaborates with a national counterpart. Responsibilities include defining the overall methodological approach and creating the assessment framework for midwifery education.

Kazakhstan has reduced maternal mortality yet preventable deaths persist due to gaps in care quality and clinical competencies. A 2023 regional assessment identified limited SRHR integration and insufficient simulation-based training in current programmes.

UNFPA supports phased curriculum reform through 2030. The 2026 foundational stage emphasizes gap analysis, competency framework development, and alignment with WHO and ICM standards to equip graduates for high-quality SRH services.

Requirements

  • Expertise in midwifery education and competency-based curriculum design
  • Strong knowledge of WHO and ICM international standards for midwifery
  • Experience conducting assessments of midwifery or nursing education systems
  • Ability to develop evidence-based recommendations for SRHR competency strengthening
  • Familiarity with simulation-based training and practical skills integration

Responsibilities

  • Serve as lead consultant responsible for the overall methodological approach and assessment framework
  • Design the competency-based framework and high-level curriculum structure aligned with international standards
  • Develop evidence-based recommendations to strengthen SRHR competencies in the national midwifery model
  • Collaborate with the national consultant on assessment and framework deliverables
  • Ensure alignment with WHO and International Confederation of Midwives standards
  • Identify gaps in practical skills training and competency-based education approaches
