Global attention and investment in midwifery are increasing as an effective strategy to achieve Sustainable Development Goal 3. The Health Economist Midwifery Investment Specialist will lead economic and financial analysis for the development of the midwifery investment case in Nigeria, generating country-specific evidence on costs and economic benefits of scaling up the Midwifery Model of Care.
The consultant will conduct economic and financial analysis, quantify the burden of maternal and newborn health challenges, and perform workforce and labour market analysis. They will also model the overall return on investment of scaling up midwifery care, including scenario modelling and forecasting, while reviewing health financing policy and systems.
The consultant will work in collaboration with a Public Health Specialist and co-facilitate national induction workshops with key stakeholders including the Federal Ministry of Health and Social Welfare, Ministry of Finance, and the Nursing and Midwifery Council of Nigeria. They will plan and co-facilitate 3–4 national and subnational workshops to support the investment case, aiming to establish a multi-sectoral Task Force and develop a roadmap for implementation.
The ultimate goal is to improve maternal and neonatal health outcomes in Nigeria by providing economic arguments to persuade the government to expand investments in and coverage of the Midwifery Model of Care. This investment case will guide strategic investments, policy formulation, and resource mobilization, directly informing national policy and resource allocation for midwifery.
Requirements
- Advanced degree (Master's or higher) in health economics, economics, public health, or a related field.
- Proven experience in conducting economic and financial analysis for health programs, including return on investment modeling.
- Knowledge of maternal and newborn health challenges and the Midwifery Model of Care.
- Experience with health modeling tools such as the OneHealth Tool and Lives Saved Tool (LiST).
- Experience in reviewing health financing policy and systems, including government budgets and donor flows.
- Ability to facilitate multi-stakeholder workshops and coordinate with government ministries and professional bodies.
- Must be a Nigerian national (as per vacancy announcement).
- Strong analytical and report writing skills with ability to develop compelling investment cases.
Responsibilities
- Lead the economic and financial analysis required for development of the midwifery investment case.
- Quantify the burden of maternal and newborn health challenges and perform workforce and labour market analysis.
- Model the overall return on investment (ROI) of scaling up midwifery care, including scenario modelling and forecasting.
- Review health financing policy and systems to identify financing gaps and opportunities for resource reallocation.
- Co-facilitate a national induction workshop with key stakeholders to establish a multi-sectoral Task Force and develop a roadmap.
- Plan and co-facilitate 3–4 national and subnational workshops including inception, coordination, validation, and dissemination events.
- Lead a thorough situational analysis of the national and subnational funding landscape for RMNCAH+N and midwifery in Nigeria.
- Model health impacts and costs using tools such as the OneHealth Tool and Lives Saved Tool (LiST) for scaling up the midwifery intervention package.
