About this role

Global attention and investment in midwifery are increasing as an effective strategy to achieve Sustainable Development Goal 3 (SDG3). This consultancy aims to generate country-specific evidence on the costs and economic benefits of scaling up the Midwifery Model of Care (MMoC) in Nigeria.

The consultant will provide technical, epidemiological, health systems, and policy leadership to ensure the investment case is evidence-based and context-specific. Working alongside a Health Economist, the specialist will design and co-facilitate an induction workshop with key national stakeholders including the Federal Ministry of Health and Social Welfare.

Day-to-day responsibilities include leading a thorough situational analysis of the maternal and newborn health landscape, reviewing mortality rates and health system characteristics, and defining a model package of midwifery care. The consultant will also plan and co-facilitate 3–4 national and subnational workshops for validation and dissemination.

This role is embedded within a global coalition including WHO, UNICEF, and ICM, offering direct engagement with partners shaping midwifery policy. The work directly supports resource mobilization and policy formulation to improve maternal and neonatal health outcomes across Nigeria.

As a national consultancy, this position provides the opportunity to drive long-term investment in the midwifery workforce and model of care, influencing national health priorities and contributing to the reduction of preventable maternal and newborn deaths.

Requirements

  • Nigerian nationality (required per vacancy notice).
  • Advanced degree in Public Health, Midwifery, Epidemiology, Health Systems, or a related field.
  • At least 5–7 years of professional experience in maternal and newborn health programming, policy, or research.
  • Demonstrated expertise in midwifery, RMNCAH+N, and investment case or economic analysis in public health.
  • Experience leading multi-stakeholder workshops and engaging with government ministries and regulatory bodies.
  • Strong analytical skills with ability to synthesize epidemiological, health systems, and policy data.
  • Familiarity with the Nigerian health system, particularly maternal and child health service delivery and workforce.
  • Ability to work remotely and independently while coordinating with a diverse team of international and national partners.

Responsibilities

  • Design and co-facilitate a national induction workshop with the Federal Ministry of Health and Social Welfare and other key stakeholders to establish a multi-sectoral Task Force and develop a roadmap.
  • Plan and co-facilitate 3–4 national and subnational workshops including inception, coordination, validation, and dissemination events.
  • Lead a thorough situational analysis of the RMNCAH+N and midwifery landscape, reviewing maternal and neonatal mortality rates, causes of preventable deaths, health system characteristics, and existing policies.
  • Define and select a model package of midwifery care that can be delivered by midwives in the Nigerian context to accelerate reduction of maternal and newborn mortality and morbidity.
  • Lead workforce analysis and coordinate with the Health Economist to integrate cost and economic return data into the investment case.
  • Provide technical leadership to ensure the investment case framework is aligned with national and global maternal and newborn health priorities.
